Officers under the Central/State Govts. and Union Territories holding posts in the rank of: (a)(i) Superintending Engineer or equivalent; or (ii) Executive Engineer or equivalent with 5 years service in the grade; and (b) possessing degree in Civil Engineering of a recognized University or equivalent and preferably experience in a research organization(Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same organization/Department shall not exceed 4 years)
